Rabbi Shmuel Eliyahu created a media stir when he said the following in an interview to the "Eretz Yisroel Shelanu" paper: "Two weeks have passed since the terrorist attack on Merkaz HaRav Yeshiva, and we have not heard of any act of retaliation taken by Israel. Something has mixed up the minds of the policy makers. Retaliation used to be a basic policy of Israel."
